A Review of Bakhtiar Sadjadi’s Indexing and Citation for Kurdish Academic Writing

Abstract
Indexing and Citation for Kurdish Academic Writing by Bakhtiar Sadjadi was published in Erbil in 2024. In this book, Sadjadi seeks to move the Kurdish language beyond the margins of isolation and to introduce Kurdish scholarly literature to the gateways of Indexing and Citation at an international level. Through posing a series of precise questions to official institutions, the author proposes a technical roadmap for the Ministry of Higher Education of KRG. The book does not merely identify problems from a critical perspective; rather, the researcher, acting as an architect of the academic field, has been able to unravel the complex relationship between language policy and information technology.

Sadjadi emphasizes that academic reform in Kurdistan is no longer an option for enhancing individual prestige; rather, it is a national necessity to ensure that Kurdish is recognized as a standardized scientific language. This work is recognized as the first Kurdish book addressing the significance of citation for the Kurdish academic articles and indexing for Kurdish academic journals. Its content is not merely a collection of regular criticisms; rather, it introduces what may be described as an “Academic Reform Manifesto,” which all relevant parties should observe as a fundamental principle of scientific administration. Sadjadi discusses the experience of the journal Pêjûhishnâme-ye Adabiyât-e Kurdî (Journal of Kurdish Literature), which, as the first central Kurdish journal, has succeeded in gaining recognition from the Information Sciences Citation Database (ISC), obtaining a DOI, and being indexed in the Directory of Open Access Journals (DOAJ). The experience of this journal demonstrates that if academic mechanisms are implemented properly, the Kurdish language has the capacity to establish its position within global rankings. In this article, using a descriptive-analytical approach, an attempt is made to examine in details the process through which the Kurdish academic sphere can move from a state of isolation toward a global system of Indexing. If the relevant institutions do not adopt the recommendations of this book as an operational program, the Kurdish scholarly literature will be unable to develop an effective scholarly Impact Factor, which today constitutes one of the principal measures of scientific credibility.
